Responsible political leadership in Africa will soon pay the prize it deserves, a Sudanese-born business tycoon, Mo Ibrahim, announced today.

Mr Ibrahim, who has attained British citizenship, is the founder and chairman of Celtel International mobile phone group in sub-Saharan Africa. His new prize will pay hefty sums to Africa's most excellent non-corrupt political leaders.

Dubbed the Mo Ibrahim Prize for Achievement in African Leadership, the prize awards the laureate $US 5 million for ten years, starting next year. After ten years, $US 200, 000 will be awarded annually for life.

Besides, an additional US$ 200,000 per annum will be made available for causes espoused by an African leader who demonstrates excellence in political leadership. It is funded with an estimated US$ 100 million.

"Nothing is more important to African development than good governance," 'Universial Press International' quoted Mr Ibrahim as saying today. "The foundation will aim to change fundamentally the choices faced by African leaders, and as a result, recast the terms of the governance debate."

Mr Ibrahim's initiative, which is first of its kind in Africa, will encourage African leaders to demonstrate political excellence. Notable world leaders, including UN Secretary General Kofi Annan, British Prime Minister Tony Blair and former Presidents of America and South Africa, hailed the initiative and described it as second-to-none.

Mr Blair said the foundation's aims are in tandem with his goals of encouraging exemplary leadership in Africa.

Mr Ibrahim can certainly afford the enormous amount invested in the prize - giving it a size that would be able to make a difference. His firm attracts seven million customers in Africa and employed 3,500 staff. He sold it last year for US$ 3.4 billion to KWT.

"The prize will bring the issue of good governance and effective leadership into debate," Mr Ibrahim noted. "This is an African effort, with African money, from African private citizens."

Candidates were to be chosen based largely, though not completely, on the Mo Ibrahim Index of Governance in Africa, a new country-by-country ranking of effective leadership in sub-Saharan Africa developed by Robert Rotberg of Harvard University's Kennedy School of Government.

"This is a brand-new ranking system," Mr Rotberg said. "Nothing like this has ever been done to measure African governments."

"Nothing, simply nothing, is more important to African development than good governance," Mr Ibrahim added. He said his foundation aims to challenge fundamentally the choices faced by African leaders and as a result recast the terms of the governance debate.

"I am ashamed that we always have to look to the rest of the world for assistance. It impacts on our dignity and our self-respect. We want to celebrate the guy who managed to take his people out of poverty.

That deserves the largest prize in the world," he said, adding that billions of dollars are dashed to African countries yet they lack quality leadership.

Mr Ibrahim said when matters of life and death are concerned, five million dollars reward for good leaders is peanuts.

The award winner would be be chosen by a team of eighteen academics in collaboration with UN and other bodies. They were to be informed by the Ibrahim Index, which assesses national progress on sustainable economic development, health and education programmes, transparency and empowerment of civil society, democracy and human rights, security and the rule of law.

Mr Ibrahim said that fears of financial insecurity incite African leaders to corrupt and cling to power. "The prize will offer good people, who may be wavering, the chance to opt for the good life after office."

A non-profit making organisation, Mo Ibrahim Foundation, which is governed by a board of trustees, will run the awards.

The board includes Mr Ibrahim, Dr. Salim Ahmed Salim, former secretary general of the defunct Organisation of African Unity, and Mary Robinson, former UN high commissioner for human rights and president of Ireland

A number of leading figures such as former South African president Nelson Mandela, British Premier Tony Blair, former U.S. president Bill Clinton and United Nations Secretary-General Koffi Anan are backing the initiative.

Board members of the Mo Ibrahim Prize for Achievement in African Leadership Foundation, a charity, include former Irish president Mary Robinson; World Bank Managing Director Mamphela Ramphele; Lalla Ben-Barka, deputy executive secretary of the Economic Commission for Africa and Dr. Salim Ahmed Salim.

Ibrahim sold his mobile firm, Celtel, to a Kuwaiti company for 3.4 billion dollars last year, according to information provided by the foundation -- which also notes that Celtel operates mobile networks in 15 African countries, where it has invested 750 million dollars.

Obbo's anti-Tanzania article misguided

HARDLY one month after the Tanzanian media was assailed by Kenyan journalists and Nairobi-based Tanzanian cartoonist as boot-leaking President Jakaya Kikwete; the attack has been joined by a Ugandan journalist based in Nairobi, Charles Onyango-Obbo.

He spits fire at the Tanzanian media in the 'EastAfrican' Newspaper of last week (October 23-29) titled "let's face it, the Tanzanian media is not being very neighbourly".

One wonders what forms the basis of his serious allegations. Unless his sources are implicit, which is most unlikely, the ones that are explicit in the commentary do not justify his stinging criticisms.

He cites weird contents from a private website, www.habaritanzania.com and concludes..."popular Tanzanian attitudes toward the (East African) Community seem to be growing decidedly hostile." Charles, who should know better, can easily access official websites in Tanzania with regard to the country's official position on the community.

He should also go the full hog by disclosing how many Tanzanians actually visit the said private website.

Without such critical information, he would be mudslinging us for no apparent reason. Charles claims that a section of the Tanzanian media takes exception to "the most mildly critical articles or cartoons, appearing in the Kenyan press," and, surprisingly, the Ugandan press.

Surprising because he fails to cite an example where the Ugandan media have traded harsh words with their Tanzanian counterparts, a factor he concedes in the next sentence: "These articles invite sharp responses and calls to expel Kenyans".

Yet again he fails the test by not disclosing why Ugandans are not targeted for expulsion from Tanzania, if at all. Communication experts concur that such implied insinuations carry strong messages. As such, he has a hidden agenda here.

He is attempting to suck in the Ugandan media, to spark off a bigger, two-against-one, regional problem. This is dangerous and must be condemned in the strongest terms possible.

Further, Onyango blows his own trumpet by claiming to be 'part-time-patriot,' to the two governments of Kenyan and Uganda and being tolerant to African criticisms.

Yet Obbo does the opposite by not opposing the two countries' membership to two economic groups, COMESA and EAC, because it is technically unworkable for a country to belong to two customs unions. He chooses to turn a blind eye on it.

On the contrary, we have made it plain before to the Tanzanian government that sooner or later they have to choose between SADC and the EAC.

Again, it is not difficult to see why Charles claims to be half patriot, since wisdom dictates that you don't bite the hand that feeds you; Kenya is his new home while Uganda remains his ancestral origin.

At a time when East Africans have just started a de-facto referendum on the future of the EAC, it is difficult, and rather unfair, to see a man of Onyango's standing blaming Tanzania for a decision that is yet to be made.

It must be recapped that the collapse of the former EAC was fuelled by such hate media campaigns of the 70s between Tanzania and Kenya. It was the 'man-eat-man' bombshells from Tanzania, against the 'man-eat-nothing' rockets from Kenya.

The hate campaign, doubtlessly, put the last nail in the coffin of the former EAC.

Now, even before the new East African federation baby has been born, a career journalist of Onyango's stature is already inducing forced abortion on it. Yes, Tanzanians may need more time to think the federation over, but certainly it is a matter of time, not of outright rejection.

It is their right to give it serious thought with a view to negotiating a better deal.

If industrialized Britain and other Western monarchies are yet to endorse the European Union's single currency, for whatever reason, why shouldn't poor Tanzania think twice before endorsing an all-engulfing political federation? British Prime Minister Tony Blair's well-known euro-centrism notwithstanding, his remaining days at 10 Downing Street may not be enough to approve the euro.

Likewise, forming or not forming a federation is a decision that must be taken by 80 million East Africans, not by the region's three state house tenants.

Charles may wish to be reminded further that only last week Australia rebuffed the signing of the Kyoto Protocol against global warming, claiming it could hurt its coal-dependent economy. It is all about sovereignty and each country's economic well-being.

Trade statistics between Kenya and Tanzania depict a gloomy economic situation for the latter.

Only focused and down to earth negotiations can open the way forward. Tanzania's balance of trade with Kenya for the last five years is a tale of chronic deficits, which grew from 48.9bn/- in 2000 to an alarming 89.1bn/- last year.

The ideal situation, as Obbo knows, is to have no more imbalances. For now, however, it is loud and clear that Tanzania is a perpetual market for Kenyan manufactured goods and services and for sure, Kenyan industrialists would love it to continue forever.

In the eyes of Onyango, the biggest folly of Tanzania's scribes is to disclose the negative economic performance and interpret it as unfavourable to the country. But the journos only want to turn around the imbalances by either increasing exports to Kenya, reducing imports from there, or some other feasible economic terms that would be responsive to Tanzania's future growth.

On the other hand, hardly 20 per cent of Tanzania's arable land is tilled today, while almost half of all Kenya is arid, meaning a hasty political framework could give away Tanzania's land. Certainly, a safety-mechanism of sorts is required here. On the other hand, the tribal politics across a section of Kenya's body politic are a potential threat to a cohesive people Tanzanians have become over the years.

Needless to say, Kenya has six public universities as compared to Tanzania's only three, suggesting that in the event of a fully-fledged Common Market, Kenyans would land most white-collar jobs in the region.

It is a whole range of sticking points in view of which, it is only fair that Tanzanians negotiate a better deal that would respond to most, if not all of these fears. Frankly, some of us opposed from the word go the abstract idea of fast-tracking an economic entity that is the EAC, on a political roadmap.

We know that officials proceeded to spend over US dollars 60,000 on Amos Wako's team. The-quickly-arranged mission was aimed at seeking public views on the federation. It is public information that it was a flop, necessitating a fresh but expensive round of views that is afoot today.

We only need to look back at past Libyan-engineered political unions across Africa, to realise how hurriedly arranged political unions are nothing but a waste of time and resources. Where is the Egyptian-Libyan union today? It evaporated into thin air. It was easy come easy go. If the new EAC is indeed people-oriented, private-sector driven and modelled on the EU, it should be left to grow slowly. It can only develop on a gradual basis, metamorphosing from one stage to another.

The customs union has been the starting point in our case. But instead of it being left to oversee increased regional trade, it has a fixed political timetable lasting five years, at most, before we jump into a common market for an equally short period of time, then the single currency and, by all means, a political federation by 2013!

My friends in Arusha argue that intra-East African trade has been growing fast since the establishment of the regional customs union a few years ago. I say fine, show me how many court cases have been sent to the East African Court of Justice for arbitration, for that would be automatic in increased cross-border transactions. "Oh, no cases so far," they respond.

What about the trade's volume, is it growing? Well, nothing concrete at the moment, still compiling data...they tell me. There we are.

This is a nascent project that should not be rushed into. By all means, Charles should not penalize the Tanzanian scribes for these realities. The economic imbalances between Kenya and Tanzania are as historical as the other sticking points. They are older than most of us. On matters involving sovereignty and the well-being of the people, all countries are entitled to time and choice.

Solomon is a senior producer with BBC African Productions, which broadcasts programmes in English to Africa.

He is also the presenter of its flagship interactive, radio and online programme Africa, Have Your Say.

Kenyan-born Solomon first joined the BBC with the Swahili service in 1998 as a producer and presenter of its news and current affairs programmes.

He helped create a youth programme called Vijana Leo - Today's Youth, which had a mix of youth-related discussion and music.

Solomon also spent some time working with BBC News Online and BBC English for Africa programmes Focus on Africa and Network Africa.

Solomon helped pioneer the launch of live, interactive debate across the continent with the programme Africa, Have Your Say which began life as Africa Live! in 2002.

It gives listeners across the continent and the world the opportunity to put across their views on a range of issues on BBC radio and internet and is broadcast three times a week.

Solomon says: "I was proud to be given the opportunity to co-ordinate the launch of what is now known as Africa, Have Your Say. The excitement and buzz of that first interactive week of programming is something I will never forget.

(October 25, 2006)-- The University of Connecticut was notified Tuesday evening by the NCAA Membership Services staff, which has responsibility for reviewing initial eligibility matters, that freshman men's basketball student-athlete Hasheem Thabeet (Dar Es Salaam, Tanzania) has been granted full initial-eligibility status under NCAA regulations.
"I am very happy that everything has worked out and am excited to be fully eligible," said Thabeet. "I would especially like to thank Coach and the members of the athletic department who worked very hard to make this possible."

Niko katika harakati za kukamilisha website kwaajili ya huduma ya pamba za defunkadelic (www.defunkadelic.co.uk), natumaini itakuwa kamili wiki kadhaa (3 hadi 6) zijazo.
