In Tanzania today, air-tickets, school fees, hotel accommodation, automobiles, import duty, merchandise and even rent within affluent parts of the country is being priced and paid in United States Dollar. Those unwilling to pay the dollar are required cough the local currency, based on the day’s prevailing exchange rates.
It leaves many to wonder on the country’s economic direction, worthiness of her currency and the seriousness of her leadership to contain the rapidly spreading dollarization virus. Tanzania is being dollarized at whose benefit, and does this mean our country is a failed state, economically?
By definition dollarization means an extreme situation of an economic instability in which a foreign currency –often the US dollar- replaces a country’s currency in performing basic functions of money.
In some countries it becomes an official policy of the government to curb economic dilemma by letting the dollar become medium of exchange. It also implies that the domestic central bank is no longer available as a lender of last resort.
In other words some countries adopt the use of dollar so as to tie trade of their goods to world prices, so that the domestic inflation is closely related to United States Inflation. Official dollarization has been adopted in countries suffering from CHRONIC and extreme economic problems such as inflation; basically it is adopted in almost failed states.

While in Tanzania recently, I took a short vacation to Bagamoyo. I went to one of the resorts, and was requested to pay for the services in US dollar. I adamantly refused to pay the dollar because I was in my country, alternatively was advised to pay in domestic currency based on the day’s prevailing exchange rate, and believe it or not, the rate demanded was USD 1 was TSH 1355 as opposed to TSH 1315 which was the median. This sent me into a state of confusion on how useless the domestic currency has become to Tanzanians.

Amid Zimbabwe’s descent into social political turmoil, and economic nightmare characterized by historic and record breaking inflation levels, in the threshold of being a failed state, Zimbabwe was forced to dollarize her economy.
Zimbabwe dollar became worthless despite the relentless effort by the central bank to stabilize and even peg the country’s currency with hopes of restoring economic vitality of a nation that once stood as Africa’s breadbasket.

Zimbabweans had to swallow their pride and adopt a foreign currency –US dollar- for her survival. Comrade Mugabe, an African hero, and a dictator in the eyes of the west, succumbed to colonization, which he has been against all of his life, by letting his country use a foreign currency. American dollar, therefore, became and perhaps is still the official medium of exchange.

Tanzania is one of the few African countries boasting peace and stability. The country’s strategic wealth of natural resources should have rendered her currency to be one of the strongest around the region should it have been blessed with good and formidable management; blessed with leaders who foresee the future and ready to be sacrificial for the good of their nation, than the gluttonous, economic vultures the country is blessed with today.
My inquisition as to why I was being charged a foreign currency in a sovereign nation brought about new discoveries; it came into my knowledge, while in Bagamoyo, that some of the frequent guests in these resorts are Cabinet Ministers and Members of parliament.
And all of them pay for the services rendered in United States Dollar. And my only question is, if ministers, high ranking government officials and Members of parliament can pay their bills in US dollar, who else then, can fight for the common man whose pillars of hope are being fractured and fragmented by the introduction of the dollar social divide culture? He has no defense!

We are going to be so naïve to believe that, these businesses charging foreign currencies are owned by ordinary citizens. These facilities are owned by the society elite and the KLEPTOCRATS; economic robbers–within the establishment- around the country who control the resources of the masses, collecting from the poor citizens, and even looting the public coffer just to turn around and transfer their loot into their offshore accounts. These few persons make life particularly harder and unattainable to the poor majority.
Picture a scenario likely to be faced by a peasant, hardened by poverty from the countryside that has never touched a dollar, must go through to pay for his or her child’s school fees? Picture a recent graduate, trying to find housing, and has to pay in terms of the dollar. Does this mean that the poor are marginalized in their own country, at the expensive of the rich minority who retains exclusive rights to better services and preferential treatment?
Is it the new class Identity where dollar rules and serves as sign of power and prestige?

Currency is a symbol of nation’s sovereignty; source of cultural identity and pride. but when the very leaders we hold with high regards as custodians of our laws, and protectors of our sovereignty, lead the way by supporting the notion of our currency being worthless, then we have a problem.
And there is no way we can resolve our economic issues unless we vote in leaders who walk the talk, not just hypocrites and inexorably feebleminded, who don’t understand the negative consequences of using foreign currency in your own country. Unless this is a government project meant to stabilize or get rid of the already worthless currency, the unworthiness of our currency will only get worse.

Unnecessary imports must be curtailed to encourage domestic innovation, and thus lessen demand for foreign currencies. The parliament must make sure all corrupt individuals who are threatening the economy, by having so much money in circulation are arrested and expeditiously tried, with their assets either frozen or confiscated.
This will in the long run, bring stability into the economy by letting the market play fairly following natural economic laws, reversing the current artificial environment created by the few rich who have inflated prices basically for everything to unrealistic levels, while demanding foreign currency for the services they offer.

I inexorably believe that, the Bank of Tanzania, has the power, and an upper hand, through its monetary policies to tame the problem if it decides and has the will to do so, especially by compelling depository and other financial institutions to cooperate in an effort to contain the dollarization pandemic. Country’s leadership, especially the parliament through passage of sweeping financial reforms and laws, can have far reaching effects in the efforts to rid the country of this problem.

The will to bring change must exist amongst the lawmakers; they must also understand the consequences of the dollarization to an economy. Alternatively, monetary experts may need to consider “currency pegging” as known in the economic circles or capital markets, in order to bring a temporary corrective measures while exploring long term solutions to the problem
The greatest solution of all is the citizenry who has more powers than any other institution .An ordinary citizen has the ability to refuse paying a dollar for the services rendered. This effort is the most effective and has far reaching consequences if can be pursued and adapted, because in the long run, it will bite where it hurts the most; the pocket of the perpetrator. An ordinary citizen has the power to boycott all businesses conducting their trade or services in foreign currency, and above all, has the power to vote out leaders who do not represent their interest and are part of the corruption syndicate .

There is no salvation available to the common man than his own self; Consumer Protection Agency which would have organized mass action, boycott, or institute legal action against these businesses is either dead or does not exist, or has been infiltrated by corruption, and rendered useless by the Kleptocrats, and I guess ordinary citizens are praying for the rise from dead Edward Sokoine, Julius Nyerere, and a few other true patriots who hated corruption with passion, to save their country.
If only we could unite and get rid of our enemy FEAR, we will see the re-birth of the Nyereres and Sokoines, of our generation, and the wind of change will blow our way.

Reminiscent to recent Zimbabwe’s, and Latin America’s dollarization of their economies in the turn of the decade, the musky and nascent cloud of dollarization of Tanzanian economy, is spelling the chronicle of failure foretold; collapsing of an economy at some point, unless immediate vigorous measures are taken.
Without being careful, and working aggressively to combat the growing dollarization, we may find ourselves in a state where all we have worked for becoming worthless, in exchange for sacks of banknotes to buy a loaf of bread. We must STOP the usage of dollar in our country, else we are handing our country over to the vultures of corruption

    Dollarization means adopting the US dollar as the currency of choice in a foreign country. Many countries today are already dollarized unofficially. Where the purchasing power of the local currency has been volatile, as in Latin America and in the former Soviet Union, people often hold dollars as a store of value. In those cases the domestic currency is commonly used in small transactions, but the dollar is preferred in large transactions and in savings.
    Official Dollarization

    In some countries, using the dollar in transactions is perfectly legal, in others it is not. In a very few, the US dollar is the official currency, mostly in small or developing countries. Panama has been officially dollarized since 1904. Other countries have on occasion considered moving to an official dollarized system.

    Under official dollarization the local currency is completely replaced by the dollar, with the possible exception of coinage. That means domestic banks only accept dollar checking accounts and issue dollar loans. Federal Reserve notes are legal tender and the only form of paper money recognized by the government.

    Before its latest political and economic crisis, Argentina operated under a currency board system that maintained an exchange rate of 1:1 between the dollar and the peso. That required holding sufficient dollar reserves to fully back the pesos in circulation. The dollar was recognized as legal tender along with the peso. Argentina has since abandoned the peg to the dollar and gone to a floating exchange rate for the peso.

    In the wake of the Asian and Brazilian economic crisis, Ecuador was unable to avoid a deep recession and banking crisis. In March 1999 the government froze deposits in the entire banking system as the value of the sucre dropped. A year later, after much political turmoil, and with the help of the IMF in structuring its financial system, Ecuador adopted the US dollar as its official currency. This will be an important test of dollarization under very difficult conditions.

    The US Position

    There is nothing to prevent a country from unilaterally moving to an official dollarized currency, although the Fed has recommended that it be consulted in advance. At the very least, the Fed would need advance notification of the extra notes that it would have to make available.

    A Stabilizing Factor

    A country with its own currency, typically issued by a central bank, can exercise its own monetary policy. In theory this enables it to manage its money supply, interest rates, and to some extent the exchange rates solely in its own self-interest. In practice however many developing countries have experienced serious problems in their monetary affairs, lacking the institutions and experience needed. It is likely that official dollarization would significantly improve price stability in those countries with a history of monetary problems.

    Loss of Independent Monetary Policy

    On the other hand dollarization means that the country can no longer tailor its monetary policy to suit its own needs. Unless its economy closely tracks the US economy, that can be a serious limitation at times. Nevertheless the discipline required might be worth the loss of flexibility. The added stability should offer a better environment for planning business expansion and new enterprise. Under dollarization the central bank would no longer be able to create money, but it would still retain the important task of administering banking system regulations and ensuring sound banking practices.

    Corruption is just a part huna haja ya kuhit around the bush, ni issue ya sera ya pesa, Fiscal and monetary policy. Policy inasababisha uwepo wa inflation in the end kila mtu anakimbilia kwenye currency nyingine. Ushauri mkubwa ni kupambana na inflation while at the same time taking a closer looker kwenye stability ya currency.

  12. Mr. John Mashaka, The issue of dollarization certainly forces its way into public discussion at various junctures in Southern Africa for a variety of reasons. There are many other factors that pull countries towards dollarization and nowhere is this more visible than in contemporary Zimbabwe - a country that has been experiencing rapid economic recession since the late 1990s.

    A recent analysis by Gilbert Muponda in the electronic publication Zimonline describes dollarization as a situation that occurs when a country relinguishes its ‘own independent monetary policy and (imports) the monetary policy of (another) nation.’ The reference to the dollar stems from the fact that the United States dollar is the most common currency-displacement monetary unit in use around the world. Other currencies, such as the Euro and the Rand, are also used. Over the years, three kinds of dollarization have manifested themselves - official, semi-official and unofficial. Whatever form it takes, dollarization is symptomatic of a decline in the confidence of suppliers of goods and services in the value of the local currency. In a development of some significance to the discussion, the Zimbabwean swimmer Kirsty Coventry was rewarded for her success at the recent Beijing Olympics with a cash payment of USD100 000 (rather than Zimdollars) by Zimbabwe President Robert Mugabe.

    Official dollarization means the country ceases to issue its own currency, using a foreign currency instead. It is semi-official if the state recognizes foreign currency as legal tender, while simultaneously issuing and using local currency. In a sense, use of US dollars to reward success in a sporting event, as happened with Ms Coventry, represents semi-official dollarization. Various developments have occurred in Zimbabwe over the past few years to create this situation. Firstly, there has been an increase in the number of public institutions, notably government departments and schools, demanding payment for services in foreign currency. The passport office for example has expedited service on payment of foreign currency for several years now. Since the beginning of 2008, dozens of schools have insisted on payment of fees in foreign currency. Along similar lines, most medical practitioners in the urban centres charge for their services in foreign currency.

    The second development pertains to the sale of residential and business premises in foreign currency. The shift has been gradual over the last decade, but appears to be firmly established. It has led to the corresponding practice of charging rentals in foreign currency. The third development inevitably flowed from the others. The diamond rush in the eastern districts has spawned a range of activities, some of which are illegal. It has roped in high-level politicians, police officers, magistrates and prosecutors.

    For regulators and law enforcement institutions, the consequence is to clog the system with such a huge volume of work as to render it dysfunctional. In fact, the moral authority of the unit to combat money laundering related to currency dealings has been called into question, given the well-known role of the Reserve Bank in buying foreign currency from the ‘black market’, and in general fuelling the shift towards dollarization. The recent announcement by Governor Gono is another shift in approach by the Reserve Bank.

    Foreign currency denominated accounts, which are permitted and managed by commercial banks in Zimbabwe, have tended to be treated with a measure of trepidation – because of the penchant of the Zimbabwe authorities to occasionally raid them when they want to replenish state coffers. The measures proposed by the Governor to discourage the diversion of foreign currency receipts away from the banks are quite inadequate. With some justification, schools (and for that matter, some parents) will feel aggrieved at being deprived of the predictability and stability offered by pegging fees in foreign currency.

  20. Masahaka has once again succeded in belabouring and writing on a simple matter at length. The tendency to prefer a foreign currency in a country not of its origin reflects the failure of the domestic currency to perform as a a store of value or as a unit of account or medium of exchange or all three. It could also reflect the provenance or loyalty or confidence in the local eceonomy of the economic agents prefering foreign currency over the domestic currency. So the extent to which the Tanzanian economy is dollarised reflects one or all the foregoing motives and attitudes.
    The main players in the housing and hotel market at the top end of the market are foreigners and receiving dollars facilitates better accounting over an international network/group of hotels and expatriation of funds (capital flight?). Mashaka is out of touch to think a graduate fresh from college in Tanzania would pay in dollars for housing rent- there is a substantial part of the market that still deals in shilings.Also one can easily get hotel accommodation in shillings even in Bagamoyo and all over the country even in the so called tourist hotels- if Mashaka was charged in dollars he probabaly flashed his American passport or accent or both and paid the price for it!
    Mashaka also failed to point out a significant and substantial reversal in dollarisation in our economy: once upon a time mobile telephone calls were charged in dollars, since about 3 yeas ago this is now history.
    The solution to dollarisation for Tanzania where there still is not a currency crisis is simple and market oriented and the fact that it has not been implemented only means that there are vested interests, amongst the powers that be, against it. One only has to enact and enforce fiscal measures such that if one chooses to receive revenue in a foreign currency one pays a tax for it or tax at a higher rate than revenue received in local currency. Mashaka as usual generated more heat than light by discussing the matter in superficial terms and at great length without proffering any solutions.

You gave as Zimbabwe as an example, don`t you see that you are contradicting yourself? did their currency depreciate bacause of "dollarization"? if dollar is solving their curreny depreciation problem, why don`t we adapt before the situation force us to do so? by the way i`m not into those nationalism nonsense, as long as the majority of our people are living better life, i don`t care what currency we are using

    Nimesoma kwa makini na kuweza kwa kiasi kikubwa kuelewa ni kwa nini unandika tena kwa uchungu swala zima la matumizi ya sarafu ya kigeni yaani dola ya kimarekani.

    Lakini nivyema ungetambua kuwa wakati ninakuunga mkono kwa kutokukubali matumizi ya sarafu ya kigeni kama mbadala wa sarafu ya asili, lakini pia sikubaliani kabisa na matumizi ya lugha za kigeni kama njia ya kufikisha ujumbe wako haswa katika swala hili ambalo linalenga dhahiri kumgusa kila mwananchi wa Tanzania. Na nina pinga hivyo kwa mambo makuu tajwa hapa chini.

    (1) Umesema kwamba tunayo sarafu yetu amabayo tunaikandamiza au kuiua kwa kutumia sarau ya kigeni, lakini hiyo ni sambamba kabisa na kuiua lugha yetu sanifu ya kiswahili kwa kutumia lugha za kigeni. Nina amini kabisa kiswahili kina maneno mengi na misamiati mizuri kabisa ya kutumia kufikisha ujumbe badala ya kulazimisha kutumia lugha za kibepari na misamiati migumu kuonyesha umahiri na kubobea katika lugha hizo za kigeni, hiyo ni sawa sawa na yule waziri anayetumia sarafu ya kigeni kuonyesha ni jinsi gani alivyobobea katika ubepari.

    (2) Umezungumzia pia swala la uzalendo na kuwachagua viongozi wanao tenda mambo sahihi badala ya ahadi pekee, ukimaanisha kuwa wale wanao kwenda kinyume na matarajio ya wengi wasichaguliwe, hii ni sawa na kusema kuwa wale wasio takapia kuenzi lugha yetu hawana budi kutengwa na nyanja mbali mabli za habari kwani kwa kutumia lugha za kibepari sambamba na misamiati migumu ni kuwateng walio wengi katika kupata habari ambayo ni haki yao ya msingi.

    kuna mambo mengi ningependa kuainisha, lakini kwa kuwa hii si mada mama, bali mchango kufuatia mada yako, ni bora sana tukiwa watendaji badala ya wepesi wa kutoa lawama, "usitupe mawe wakati na wewe unakaa kwenye nyumba ya vioo"

  29. I join Mashaka kusema kuwa matumizi ya dola yawe kwa watalii tu. For example sisi tunalipa kodi kwa dola (mjasiriamali mwenye duka hapo Mlimani City Mall na Mayfair Plaza). Cha kusikitisha ni kuwa bidhaa tunawauzia wateja kwa Tanzanian shillings na kisha kuzibadilisha kwa dola ili tuweze kulipa kodi kwa dola za kimarekani. Serikali haioni kuwa wanaoumia ni walaji? Kwa nini wasiweke sera ya kuwawezesha wawekezaji hapa Tanzania kupokea malipo katika fedha zetu wajameni?!

    The higher exchange rate for the domestic currency will elevate import prices and dumpen export competativeness and vice versa.

    Ask why China is severely reluctant to appreciate YUAN and USA are adamantly unimpressed.The rise of CHIMERICA and abandunt credits borrowed from China and the eventual emergence of derivative products.....(NINJA loans)....Teaser rates.....

    Goverments need to supress common risks of currency volatility and transaction costs economics.Therefore ensuring sustainable exchange rates stability.

    Benefits of dollarization are economical and in general,reduction of transaction costs in the sense of reducing administrative expenses.how?

    This is enabled through redundancies of BOT infrastructures that are dedicated for national money.Base interest rates settings.......,centrolling inflation and deflation......

    Establishment of credible financial sector ie intergration with united states(USA).Domestic institutions(CRDB etc)will have to provide VFM services.

    Tanzania will benefit from low inflation,fiscal responsibilty and stability and transparency.Could you assess the transformations in Zimbambwe by the adaption of foreign currencies.is not the same couple of month ago.

    Moreover,there are benefits for local borrowers in terms of reduction of interest rates(JK Billions..).Dollar is well established and US federal reserve policy could become country's policy.The lower the interest rates the higher level of domestic investments and future economic growth.

    Furthermore,the higher the risks of default and devaluation,the higher the premiums the goverment through (EPA)has to pay if borrowing in capital markets.Dollarization could surpress devaluatin risks but indirectly affect default risks.

    So Kaka Mashaka,there are economic benefits of official dollarization.(disadvantages)The issues on the article you are pretty well concerned are merely political.how?

    Forfeiture of national monetary autonomy,loses of powerful symbol of national identity.

    I mean an official dollarised Tanzania(unlikely) can no longer exercise unilateral control over its money supply in that all processes will be reserved for US federal reserve in which Tanzania could be/is going to be sidelined in monetary policy decisions.

    Note,preservation of national currency is of paramount importance to hedge against risks.This is on the part of seigniorage which is marginal source of revenue for a goverment.

    Please,ensure that the heading specifiacally differentiate between official dollarization to the roles of money markets(FOREX).

    The supply and demand of money in the economy including the levels of goverment borrowing,Market expectations as revealed by forward rates on the money market does drive interest rates.so which currecy edges the other?

    The article has numerous issues that need addressed.

    Dr shayo juzi alionekana akikabidhi gari la wagonjwa huko vunjo. vyanzo vyetu viaashiria anajipanga.

  39. Mr mashaka much thks 4 ya article, its a brilliant work lakini nafikili unasahau kuwa biashara haziendi hivyo. Strategy in business is very important, these people who are demanding payment in foreign currency are using this to minimize the external forces in business. hawa watu wananunua service in foreign currency in order to sell to our brothers and sister in our country. Most of the product are not fast moving items, wananunua kwa wingi (high volume) na kuuza kwa watanzania ambao tunanunua kwa leja leja (most of us). sasa kama leo umechange 1 dollar kwa 1200 Tsh na ukanunua bidhaa zako na kesho yake unakuta dollar imepanda na unakuta 1 dollar ni sawa na 1250tsh na wewe umekwisha nunua bidhaa zako kwa kutumia exchange rate ya 1200tsh unafikili utafanyanya nini? (sorry guy's this is just example sijui dollar na tsh kwa sasa ni kiasi gani, i'm not in the country). Sasa kwa sababu hii tatizo ni kubwa sana nchini kwetu ndiyo maana wafanyabiashara wengi wanachukua strategy ya kudai malipo kwa dollar.

    Mr Mashaka what u can do is to start thinking on how central bank can brovide stability on our currency to make sure our business man and women are not taking this measure. These people are trying to protect their investment, I'm sure if u ever been in a strategic management level which require to take a strategic decision to protect investment u will undertand this matter.

    I'm glad u have open this matter coz we need to stabilize our currency or in long run the effect will be un emerginable.

  46. Mashaka, your article is very good but I am afraid you're blowing these dollarization thing out of proportion. The mere use of a foreign currency in ONLY some places does not mean dollarized. And if I take your definition of the term, I see you're taking this things too far. We can not resist the use dollars and euros IN SOME PLACES because of its strength vis a vis our currency.

  47. I support Econometrician for his opinion about Mashaka. I find it difficult why Mashaka is praised that much to teh extent of being regarded as our future president, a prophet or somebody made of gold, diamond, titanium etc etc. No that is impossible. There must be something wrong here.

    This is very interested article and yes not new at all(only presentation that differs), the late Governour Balali did bring this up but unfortunately as some have mentioned it, this is too big, we need young patriotic brilliant leaders to overcome this catastrophic, yes our country is very blessed country but without good leadreshipp blah blah…. I mean nothing is new here only different expression and mostly the language.
