TANZANIA, A NATION IN THE DARKNESS WITH ECONOMIC FUTURE IN LIMBO!

It does not need an advanced economic literacy to understand, that no nation can ever claim economic progress where there is no reliable supply of energy, especially in this age. More than ninety percent of Tanzanians for that matter have been in the darkness since the beginning of time, and little has been done to correct the chronic power rationing problem, while our leaders are taking advantage of the situation by continuing to line their pockets at the tax payer’s expense.

Our leaders are asserting nation’s economic progressive leap, yet has nothing to show for, more than the continued life in the darkness and despair. They are testing people’s will and resolve, as Richmond, and Dowans masterminds , who have plunged the nation into the darkness leading utopian lifestyles, and may never face justice for their criminal offenses , and the parliament sees the matter as a hot potato it does want to touch

The common man, the poor and the powerless who can’t afford expensive generators, and do not reside in the affluent parts of the city where power is never off, have been left to dance the tune of power rationing year after year. What a shame for a nation blessed with many rivers, abundant fossil ,and renewable sources of energy sufficient to power the entire nation for centuries, yet letting its people in despair, and constantly in the darkness? If tiny island of Seychelles, and even Lebanon, can sustain themselves in terms of energy, why not Tanzania?

More than 90 percent of Tanzania’s population has no access to electricity, yet our politicians want us to believe that peak demand for electricity is about 800 megawatts. Yes, they are talking IPTL which is going to be a temporary fix, what about fifty years from today? What plans do they have in place to harness renewable sources of energy after most non-renewable sources are depleted? The very people we entrust with our future, regularly assert to the nation’s positive economic progress with massive data, I wonder what progress they refer to. Is it a forward progression, or nation’s descent into the darker ages?

It will be very dangerous and extremely expensive to pipe gas from Kilwa -Songo Songo - to Dar es slaam, Ubungo power plant; a tiny facility surrounded by a huge population. Such undertaking can be done in Kilwa (at the source where space is unlimited ) and simply transport electricity to wherever it is needed within the country, instead of exposing the population into danger, and burdening the nation with such a huge cost at the expense of a few, well connected who won the piping tender before the project was invented.

Research centers, communication facilities, Factories and other businesses need constant and reliable energy supply to meet their production quotas, to retain the labor force; pay workers, and be able to compete in the domestic and international markets. The current environment of two to four hours a day, couple of days a month of electricity cannot foster economic progress, and something needs to be done, not today or tomorrow, but yesterday. The country needs reliable electricity, full stop.

Tanzania is not lacking resources or other financial ability to provide energy to her people, because billions spent on expensive Land-Cruisers, the amounts spent on unwanted, and outdated radars, the money stolen by EPA, Richmond, and Dowans fraudsters would be sufficient to bring to and end, the decades old power problem. The problem is simply the management; irresponsible, less visionary leadership thinking of today and not the future. This is the root cause of the misery the country is in today. They are people drunk with power, considering themselves as masters rather than servants

I have never comprehended what the minister of energy does in office; neither do I understand what TANESCO is for, because its leadership is still the same year after year of massive embezzlement and embarrassment to the country. Commissions that have cost tax payers billions of shillings have been formed, and their findings have never been implemented as the individuals implicated with fraud are still free, yet the petty criminals are paraded daily in the judicial system, what a joke and an insult to the tax payer?

There is no need for another commission or task force; many commissions have been formed and their reports shelved. TANESCO simply need disburdenment, the ministry of energy officials who have shown gross incompetence, and abuse of public trust, those implicated in various energy scams brought to books. Nonetheless, all commissions’ reports related to energy implemented, as the culprits are a big threat to the national security and economic progress.

Our leaders must forgo their hefty sitting, training, and travel allowances. In other parts of the world, people pay to attend meetings, yet in our country our leaders must be paid to attend trainings and meetings which is very bizarre considering the fact that our economy is a donor dependant one. Our responsibilities requires extensive travel globally meeting clients, working on lucrative deals, but have never been paid one dollar more than the cost of travel food and accommodation; our remuneration is based on the base salary and performance based incentives (bonuses). In our country, the leaders are paid more than forty million shillings to attend a meeting abroad. Where is sanity?

If a trillion dollar company cannot pay its employees to attend trainings, or meetings, why would a small government agency that floats on taxes pay its employees to attend, seminars, meetings and trainings? What special are they bringing to the table that can justify such hefty remunerations? No wonder we are in the darkness. These kinds of wastage must be stopped and the funds channeled to the appropriate areas where they are needed to boost economic progress. These funds must be put into renewable energy research and development

Economic and Strategic security of a nation lays on self energy independence and sustainability. We must therefore realize this, and prosecute Dowans, and Richmond architectures who are toying with national security. Tanzanian parliament, vested with powers to uphold and protect the constitution, must fight for the people who are held hostage by a few persons who are making life miserable for the majority. It must unequivocally, and aggressively deliberate on bills calling for prosecution of the economic criminals who have plunged the nation into the darkness.

Mr. Sitta, and other parliamentarians, Mo- Ibrahim, celebrations are over. You must come back to reality, and remember that, your positions are not a favor to the country, they are mandates vested upon you by the citizens to alleviate them of suffering. Your positions are meant to bring economic, political and social equality. Let’s stop being a nation that celebrates rich and powerful rascals and criminals, while condemning to death petty thieves, harassing and punishing young men whose crime is to sell bottles of water in Kariakoo to feed their children. Remember you took an oath to serve all Tanzanians impartially.

Do not compromise your beliefs and morals for the political winds that are only seasonal, let your consciousness rule supreme. The parliament must be sacrificial, act swiftly and fast to turn on the lights for all Tanzanians, otherwise we are sad to say, that the nation will continue to remain in the darkness with her economic future in limbo.

Unabated continuation of grand corruption with life in the darkness, will boil and push the nation to a point of no return, When people will be inclined to take power into their own hands, to turn on the lights; and that will be too little too late to salvage the situation. Political winds can be deceiving; our politicians must read the signs on the wall, telling them clearly, that the nation is rapidly descending into the dark ages, as the voices of the tax payers financing their lucrative positions shouting TURN ON THE LIGHTS

    Bwana Mashaka sasa naona politically ume mature, mwanzo ulikuwa naive kuisifia serikali na kuwaponda akina Mugabe, Chavez na Gadafi. Nina jupa points ya kuanza kuona matatizo ya TZ. Lakini kuna moja bado haujaliona, ukiliona hilo nitakukubali kuwa unavision. Kukupa hint hint hili swala ni system ya uongozi unayoendesha dunia 'Democracy' . Wapo amboo tunao ona matatizo ya system hii, lakini sitegemeni wewe kuona tatizo kwasababu ya kuishi na being fed American Politics. Wapo ambao tunao ona America and it's friends G7 ndio ultimately decide the fate of country like Tanzania. Ngoja nijaribu kukufundua macho. Nchi sasa hivi inaendeshwa for the ontereste of few and foreigners who own our resources. Je wapo wapi hao G7 kuweka presha kama wanazowekewa wakina Mugabe? Jibu wote wako happy kuchuma matunda ya mali ya Mtanzania. Sasa ngoja utakochokiona aje kiongozi kuiongoza nchi hii for the benefit ya wa Tanzania not for the benifit of Paris Club members! I bet ataitwa dictetor na watafanya kila njia wamng'oe uongozi. Kijana Mashaka uki solve puzzle hii kweli ndio utakuwa tayari kuja nyumbani kwa uongozi.

  3. Mashaka has pointed out a very important problem.

    Energy problem is not a new in Tanzania. It has been around since inception of world.

    What is more disappointing is that Tanzania does not lack resources, which can be used to ensure that there is reliable supply of energy. Resources are available, but a big problem they are mismanaged by people in power because of selfishness and corruption mentality.

    These problems can be solved, but nobody other than wananchi, through their votes in elections, who can solve them. Dear Tanzanian let us vote out current leadership and its entire system and see if development will not come. It only through our votes in election we can speak and send clear message that we are tired with current situation

    This is what other countries which know the important of good leadership in economic and social development do. Look for example America, UK, and Australia. For them if a certain political party can not deliver according to their expectation they will vote it out in next election. This is only reason Democratic in US (Obama), Labour Party in UK (Tony Blair) won election. Because of power of people in election, leaders in these countries know very clearly that if they do not deliver according to people expectation then next time they will loss election.

    In Tanzania we need to use our votes to take control of our own country development destiny for the benefit of future generation. We have suffered a lot let us now say enough is enough and give our next generation better future. Let us try another leadership in next election. I tell you my fellow Tanzanians if we use our votes to speak out loudly and clearly we can achieve great development within a period of less than 20 years. If we want our babies who are born today to enjoy better life when they become parents, we must act right now.

Naungana na mmoja wa watoa maoni kuwa Yohana HAJAANDIKA JIPYA.Sawa,alichoandika ni ukweli mtupu sikatai lakini nadhani labda kwa kutokua kwake hapa nchini kuna baadhi ya data amekosa kuifanya makala yake kuwa ya kiutekelezaji zaidi.Kwa ufupi,mipango mizuri ya nishati ilikuwepo toka miaka ya 1970, na nathubutu kusema ripoti za kina Mwandosya (wakati huo akiwa UDSM) zingefanyiwa kazi matatizo haya yasingetukuta.Tatizo hapa ni moja tu,SIASA.Wasomi tunaowategemea wote wanakimbilia siasa.Anyway, at least mimi nna tumaini Tanzania yetu itabadilika baada ya miaka 28 kuanzia sasa.

  14. Thank you Mashaka. But why not have multiple dependent companies provide Electricity for others to chose from and not only let TANESCO monopolize this industry. Like we did with TTCL, it has improved since mobile phone companies were introduced. Why not have other electricity suppliers come and help take the money we pay TANESCO? Hata kama ni ghali sana kuinvest on this infrastructure we are ready! Tumechoka...

  25. The difference between John Mashaka and other writers wanna be is that, Mashaka can take a little crappy piece, twist it and turn it into something so glossy and magnificent. This is an awesome and extra ordinary masterpiece, that is very acceptable to literally everyone and at the same time stinging to many people. born in our country and can see the fruits of educating our children. I salute him for his brilliance and courage to have the best for our nation. Yes we need electricity, and there are so many ways to do that.

To understand and ultimately address the causes of SSA electricity problems, the World Bank has taken the lead on the Africa Infrastructure Country Diagnostic (AICD)—a two-year, donor-community program aimed at understanding infrastructure issues in the SSA region. AICD is nearing completion.

    The AICD developed a comprehensive information base and conducted analytical studies which identified four paradoxes in the electricity sector that shed light on the complex challenges to be faced.

    • Abundant energy but little power. Although the region is richly endowed with both renewable and exhaustible energy resources, its installed power generation capacity is no more than that of Spain. One reason is that Africa's energy resources tend to be concentrated in a handful of countries which face physical and political barriers to trade that make it difficult for them to deliver energy to the main centers of demand often located in other countries. Moreover, most of the countries rich in energy resources are too small to finance the large investments needed to develop these resources on their own.

    • High prices but even higher costs. Although some SSA countries have very low prices, on average, electricity tariffs across the region are relatively high by international standards—at $0.13 per kilowatt-hour. Even so, revenues usually are barely sufficient to cover operating costs, not to mention capital costs. One reason is that in countries relying on small-scale diesel generation the average operating costs of power systems can be as high as $0.30 per kilowatt-hour. In addition, average revenues fall short of average tariffs because a large portion of utility revenue is never collected. The high prices and costs of electricity in SSA also pose a serious concern about affordability for the poor, the vast majority of whom lack access to service.

    • Widespread but ineffective reforms. As of 2006, more than 80 percent of SSA countries had enacted a power sector reform law, 75 percent had experienced private participation in power, about 66 percent had corporatized their state-owned utilities, more than half had established a regulator, and more than one-third had independent power producers. But few countries have adopted the full range of reform measures. Moreover, reform programs typically followed an orthodoxy that aimed at creating competition among private electricity suppliers, but few energy markets in SSA are large enough to support the multiple suppliers needed for a competitive environment. As a result, despite reform measures, utility performance continues to be disappointing and associated hidden costs can absorb as much as 2 percent of GDP.

    • High expenditure but inadequate finance. To redress its chronic power shortages and make reasonable progress on electrification, SSA needs to invest about 3 percent of GDP in the power sector, mainly to generation assets, and allocate a similar amount for operations and maintenance. Both would be a sharp increase from current levels. Public investment in the power sector in SSA currently averages no more than 0.7 percent of GDP, while 2 percent of GDP is allocated to operations and maintenance.

    Volatile financing flows

    Official development assistance (ODA) to public investment in the power sector has been modest and highly volatile over the last decade. Similarly, despite a substantial number of transactions, private participation in infrastructure (PPI) in the sector has averaged less than half of the ODA funds available, and the flows have also been highly volatile, reflecting the lumpiness of such investments.

    Combined, these sources of external capital to the power sector amount to no more than 0.1 percent of the region's GDP—far below the financing needed to make significant progress toward expanding access to electricity services.

  36. Shame on you Tanzanian leaders. We are tired for waiting unfulfilled promises. I support Mashaka and others who contributes positively on addressed issue. Electricity is imperative to Tanzania economic growth. To a large extent i am very much disappointed by government on the magnitude of lack of strategies and plan on solving power problem in Tanzania. How is possible all former and current administration fail to come up with solution to end this problem? Our leaders proved to be very slow in decision making, but we can not put all blame on them, we young generation also should share portion of what happenning now in our country, We have to vote them OUT. During election young people should play big role in making sure right people take seats.

    I disagree with Mdau-Uk on your assertion about Climate change and Nuclear ambitions. On seeking economic growth a country like Tanzania should not worry about climate change or human right. China is a talk of every nation now because of their speed toward becoming developed nation, but who doesn't know the magnitude of human right misconduct in China? Since China step on top of other emerging economy countries, USA and their allies do not raise their voice anymore.

    Sustainable energy is very important on attracting Foreign Direct Investment (FDI). Its known fact that some of South American countries have done so well in economic growth due to the inflow of FDI to their countries. Energy problem put Tanzania Investment Centre in tight conner when it comes on marketing various sectors and companies to investors. One substantial growth factor put all economy in limbo. Good number of FDI to our country means our stock market (DSE) will grow fast and eventually enhance strong financial system , normally financial system is a catalyst to Economic growth.
    I have lots of theories to discuss, but i think it is high time now to show love to our country for participating fully in all coming elections. GOD BLESS NCHI YANGU BONGO

You are preaching something you can not practise, and if you are mission is to score some political point around here, i feel sorry for you because most of the readers of this blog we don't live in tanzania that means we don't vote and people who vote there in rural areas about 97 percent plus they don't have electric power,running water,tv sets,computers nor reading english.
