Ambassador Liberata Mulamula, International Conference of the Great Lakes Region (ICGRL) Executive Secretary was in Zambia from 23rd to 25th March 2011 for the much awaited signing ceremony of the Host Agreement between the Government of the Republic of Zambia and the International Conference on the Great Lakes Region.

During the occasion, Ambassador Mulamula thanked President Rupiah Bwezani Banda and the Government of Zambia for accepting to Host Centre. Ambassador Mulamula said that the event was a fulfilling end to a long journey as it marked the culmination of the will expressed by the Heads of States and the Governments of Member States of the ICGLR in the 2004 Dar-es-Salaam Declaration, which was followed by the signing of the Pact on Security, Stability and Development in the Region in Nairobi 2006.

She recalled that it was the Nairobi meeting that had recommended the establishment of a Regional Centre in Zambia to act as a key institution for the promotion of Democracy, Good Governance, Human Rights and Civic Education in the Region.

Ambassador Mulamula added that the mission of the Regional Centre was to reinforce the institutional capacities of Member States in the areas of Democracy, Good Governance, Human Rights and Civic Education through research, training, follow-up and facilitation of dialogue and consultations between various social and political actors in the region.

The Centre would concentrate on intensifying the ICGRL’s efforts in the search for durable solutions to issues of Democracy, respect of the Rule of Law and Human Rights which will sustain Peace, Security, Stability and Development in the Region.

The Ambassador added that the Centre would play a pivotal role in providing policy oriented recommendations for informed decision making and action by the Governments and other Stakeholders.

“Our dream is to mode the Centre into the “Think Tank” and Resource Centre of the ICGLR by making it the melting pot of all progressive ideas aimed at achieving the ideals of the Pact, particularly those relating to the issues of democracy, good governance, human rights and civic education”, the Ambassador said.

Ambassador Mulamula attributed the hosting of the centre to the late President Levy Patrick Mwanawasa’s tireless efforts in mobilizing his then fellow Heads of States to give Zambia the opportunity to host the Centre.

She further said that the setting up and naming of the Centre after the late President were a befitting tribute to a leader who had tirelessly championed good governance and wanted to make Zambia a shining example.

She also appreciated the role that late Ambassador Siteke Mwale played in spearheading the efforts to find a suitable home for the Centre in Lusaka.

Ambassador Mulamula concluded by introducing to the assembled guests the founding Executive Director of the Centre, Dr Frank Okuthe-Oyugi.
