A Tanzania, Zambia and China Tripartite meeting was held today 26th March 2012 at the Government Complex in Lusaka, Zambia, to discuss the Tanzania Zambia Railway Authority (TAZARA), followed by the signing of three Agreements.
The Tanzania delegation was led by the Minister of Transport, Hon. Omari Nundu (MP), while the Zambian delegation was led by Hon. Yamfwa Mukanga, (MP) and the People’s Republic of China by the Vice Minister of Commerce, Hon. Li Jinzao.
At the end of the extensive consultations by the delegations of the three countries/ Heads of delegation and officials from TAZARA which were held in a closed session, the three countries signed the following agreements:
(a) Agreement for a Special Loan provided by the Chinese Government for the Tanzania Zambia Railway Authority;
(b) Protocol on the 15th Economic and Technical Cooperation for the Tanzania-Zambia Railway Authority; and
(c) Protocol on the implementation of the Feasibility Study on the Project of Rehabilitating the Tanzania – Zambia Railway.
Hon. Omari Nundu (MP), Minister of Transport, signed on behalf of the Government of the United Republic of Tanzania, while Hon. Alexander B. Chikwanda, MP, the Acting President/Minister of Finance and National Planning signed on behalf of the Republic of Zambia and Hon. Mr. Li Jinzao, on behalf of the People’s Republic of China.
On the Agreement for a Special Loan the Government of the People’s Republic of China provided an interest free loan of RMB 270,000,000.00 to be drawn within a period of three years from January 1, 2012 to December 31, 2014.
Of the total amount of the loan aforesaid, RMB 135,000,000.00 shall be for the Government of the United Republic of Tanzania and 135,000,000.00 shall be for the Government of the Republic of Zambia. The said loan shall therefore be used to implement the 15th Project of Economic and Technical Cooperation for TAZARA.
On the implementation of the Feasibility Study, the Chinese side will be responsible for organizing the implementation of the feasibility study by dispatching necessary number of engineering and technical personnel to Tanzania and Zambia.
On the other hand, the Tanzanian side and the Zambian side shall establish a working group, provide relevant technical data free of charge, dispatch necessary number of engineering and technical personnel to coordinate with Chinese team, assist the Chinese engineering and technical personnel with such formalities as entry, departing and staying in the two countries, protect safety of their life and property and provide convenient means of transportation. The Zambian side shall exempt the Chinese side of all taxes and duties on the equipment and materials necessary for their work and also their personal necessities.
On the 15th Economic and Technical cooperation for TAZARA and in accordance with the needs of the Governments of Tanzania and Zambia, the Chinese Government has agreed to dispatch a Chinese Railway Expert Coordinator Team to TAZARA to provide coordination on the implementation of all the projects under the Chinese special loan and to provide necessary technical advise and consultation on the operation and management of TAZARA. The three Agreements came into force on the date of its signature (i.e. 26th March 2012).
