The Construction Sector Transparency Initiative (CoST-Tanzania) has begun to review its institutional structure in order to give it the legal mandate on implementing its activities.

The statement for implementation was released today in a meeting involving various stakeholders in the construction industry held in the the Blue pearl auditorium  in Dar es Salaam and opened by Guest  of Honor, the Permanent Secretary Ministry of Works, Transport and Communications (Works), Eng. Joseph Nyamuhanga.

Eng. Nyamuhanga said that, the meeting took place in order to coordinate various stakeholders to discuss and give out constructive opinions that will focus on how CoST – Tanzania will shift from dependent institution to independent.

“Construction sector is perceived to be one of the most corrupt sectors in the world because mostly of 10 – 30% of its budget being wasted through corruption and mismanagement so, if we want to control those problems we must have legal mandate,” Eng. Nyamuhanga said.

Eng. Nyamuhanga added that, the Construction Sector Transparency Initiative aims at becoming the leading promoter of transparency and accountability in the construction sector so this will be initiated by having legal mandate.

Meanwhile, CoST’s Chairman Eng. Kazungu Magili explained that it is estimated that by 2030 Global adoption of CoST will have the potential to save about US 5 trillion annually through savings and reduced corruption also it will build confidence among supporters especially in private sectors and donors who finance those programs.

“The objective of this Global Multi-Stakeholder Initiative whose aim of promoting data disclosure on infrastructure projects is to achieve better value for money and better quality infrastructure thus increasing the quality of life for all citizens,” Eng. Magili said.

He added that CoST helps the process by building the capacity of procuring entities to comply with legal disclosure requirements and building the capacity of oversight institutions and Non – State actors to undertake scrutiny of disclosed data, raise issues and engage with the Government to deal with the issues.

The Government has supported the Initiative since its inception in 2007 first by hosting the Initiative under the National Construction Council (NCC) and championing it through the Ministry responsible for Good Governance.
