The East African Community has learned with deep sorrow and grief of the passing on to glory of Amb. Julius Onen.
Amb. Julius Onen has been an instrumental player in EAC Affairs since it was re-established in 2000 until his death.
As a Permanent Secretary in the Ministry of Foreign Affairs, he was a very pro-active participant in the negotiations that led to the establishment of the EAC and the EAC Customs Union.
As Deputy Secretary General in the EAC Secretariat, he steered with zeal and selflessness the negotiations that led to the establishment of the EAC Common Market in 2010.
As a Permanent Secretary of Trade, he has been at the vanguard of trade integration in the EAC. When he was taken to India for treatment, he had just come from Arusha where he chaired a successful meeting of Permanent Secretaries of Trade.
EAC will remember Amb. Onen as an illustrious, selfless and avid integrationist, and above all, a distinguished international civil servant.
Amb. Onen was an astute team leader wherever he worked and his legacy will remain in the minds of many of us.
The EAC extends its condolences to the family and Government of Uganda for this huge loss.
