Tanzania; Rich Country, Poor Nation

Tanzania as a country is endowed with abundant natural resources that are almost unparalleled in the African continent.
To name just a few of these bounties, the country is blessed with spectacular tourist attractions like the Serengeti, the Ngorongoro, the Kilimanjaro, the beautiful Zanzibar beaches, plenty of fertile land for agriculture, rich mineral deposits like diamonds, gold and rare precious stones.
Fisheries from the Indian Ocean and other remarkable water bodies like the Lake Victoria which is the main source of the mighty River Nile.

Despite all these natural gifts, the county continues to be on the list of the least developed nations. Salient features include per capita income of below $1000, high child mortality, rising unemployment, growing crime, rampant corruption allegations and convictions, lack of access to life’s basics like clean and safe drinking water and the list goes on.

While these problems are complex and each may require a specialized, deeper study and solution, I will make an attempt to briefly highlight on what Tanzanians can do as a nation to make some progress and move forward. For the sake of avoiding a lengthy article, I will initially briefly explore 3 areas and will focus on about 4 other areas in the second part.

Change of attitude in electing leadership;
The first major step to any significant progress is in the change of attitude. Many Tanzanians will go to the polls to vote for a party or candidate without a clear comprehension of where the candidate or party stands on real issues and what viable solutions they bring to the table. Blind and obsessive party affiliation and support for incompetent candidates who are not subjected to a tough vetting process is only a liability to the nation.
Voters must be able to see the horizon of hope and prosperity beyond political and personal loyalty, that way elected officials are given authority and responsibilities on the basis of merit. No progress can be realistically expected without good leadership at all levels and the path to good leadership starts with the casting of votes at the ballot box.
When incumbents come to a practical realization that their performance will be judged by those they serve they become encouraged to do what is right to retain their positions. It is a common human trait to live up to or down to expectations. Tanzanians must encourage competition and battle of ideas in leadership to overcome the current status quo.
Tanzanians must come to terms with the fact that the key to change is in their own hands. Without taking responsibility for change as well as to make intelligent democratic choices we will only be playing a perpetual game of witch-hunting. Leaders who have openly rebuked voters in some form or another understand very well the mind-set of Tanzanians which is what gives them the audacity for such behavior.

Financial Transparency;
Among the worst vices facing the nation today is undoubtedly corruption. It is estimated that about 25% of African resources are lost to corruption. In order for corruption to thrive several conditions must exist and one of them is lack of transparency that creates opportunities for corrupt practices.
Most corruption allegations in Tanzania have happened and have taken so long to crop up because the country lacks an ‘open book’ policy on public information. Information is power and without empowering tax payers with legislative rights to check the Government it would be unrealistic to expect the Government to ‘police itself’.
Citizens must have access to Government decisions and basis of such decisions. For example, when a Government contract is awarded to a company, interested citizens must be able to see offers of all bidders and the award criteria. Classified information should continue to be protected by law but with clearer criteria for assigning such status, that way abusers of power will not use it as a shield to commit corruption.
Even though the office of the ‘Controller and Auditor General’ is doing a commendable job as a watchdog of public funds, these efforts must be supplemented by extending the scope of accountability to regular citizens. Providing such information to the public must be mandated by law and those who fail to abide by the law must face consequences.
In order to prevent abuse and burdening tax payers, a small (at cost) fee can be levied on requests for information. Many Tanzanians seem to be misguided on basic knowledge pertaining to Governance and solely blame the ‘executive’ Government for corruption.
The executive branch of Government does not have legal powers to appropriate public funds, this authorization comes from the legislative branch when they adopt the Government’s annual budget. A Government of the people, by the people and for the people simply cannot thrive in unreasonable secrecy.
When information becomes easily available citizens will be better equipped to analyse whether legislators have or have not been exercising due diligence in approving budgets or if the executive branch is to blame for misappropriations or perhaps problems are compounded by both.

Tax Code Overhaul;
It is often said that tax is a necessary evil. Fiscal policies can make or break a nation. There is no question that the Government needs taxes to operate and serve citizens but the Tanzanian Tax code needs some serious overhaul.
There have been outcries of unnecessarily too many taxes and tax rates being too high; charging a poor man 20% VAT for buying a toothbrush and toothpaste seems absurd. High rates only encourage tax evasion and corruption and discourage business growth and affordability on the part of consumers.
Tax revenues depend on 2 key variables, rate and base, so it must be noted that reducing tax rates does not necessarily lead to lower revenues because collections from lower rates can be supplemented by increases in the tax base. Besides rates another problem is that the Tax Code does not reflect what the nation’s priorities are.
If the Government is serious about encouraging stronger families ties, parental responsibilities, education, entrepreneurship, building a working population etc all this must be reflected in the tax code by offering citizens tax breaks for taking care of their children, going to college etc.
The current tax code primarily shows the relationship between earnings and tax amount ignoring other considerations that represent our values, principles and priorities. As a result an employee who is working and going to school pays same taxes as the person who is not investing in education, same applies to families of 2 children versus families of 6 children.
If we honestly want parents to effectively take care of their families it is logical that the Government leaves more money in their pockets by taxing them less. There are well trained professionals in the country who can handle the intricacies of developing and implementing such changes, all it takes is courage and political will, ‘critics of change’ should not use complexity as an excuse because it does not have to be overly complex like the US Tax Code that confuses even tax lawyers and CPAs.

I have identified about 4 more areas where improvements can potentially go a long way in bringing a positive change.
These are entrepreneurship/privatization, capacity building, development covenants and Government structure. These will be discussed in the following segment.

    Thanks for endevouring to articulate our developmental challenges. To me I can ambly sum up your reasonings into just one point, that is the education level among Tanzanians. It is sad to say that the level of education among our citizen is extremely very low to meet the challenges you have arouded to. By we are getting there within the next 10 yrs or so!
    By the way do you have data on our level of education as compared to the total population of country?

    Well summed up!
    I think there are still so many areas that can be explored and that if tackled can make us move forward.
    We need to go step by step, the people also need to understand how the government functions from the grassroots level. It will also be good if we could have some sort of a think tank and have direct dialogue with the government. This is where the problem lies, the government does not listen. We have the responsibility to make them listen!!

    I support these comments and the those given by one commenter. I also think CCM should stop sabotaging small growing parties and accept genuine challenge for the betterment of the country's future. But hopefully things are going to change in future. People are tried that's why they are booing some unaccepted leaders.

    My opinion is the article lacks substance, or the blogger is out of touch with the current situation in Bongoland. There are so many educated citizens some are doing wonders elsewhere. If compared to many other countries which are rated a little bit higher, Tanzania has by far outnumber them in terms of better qualified workforce.Tanzanians know (and plans are there) what to do to break the glass ceiling, including how to utilise natural resources.

    So whither the problem?

    It is the mindset of the government leaders- they are not leading but sniffing from their offices which development projects where they can do their corruption. They have to pay for their campaigns and pensions from corruption.

    Solution?

    We need a very efficient guillotine in state house.

    Julius Cezar used guillotine to build up Rome -he was focused in results - you are successeful leader - reward, you fail - guillotine, including making members of family ashamed for a long period.

    Excellent analysis of issues, at least all from the critical socio-economic and political dimensions.

    But how do we get from here to there? We probably need to empower the 4th generation of Tanzanians with the tools they will need to address each of these issues with courage and determination. Well, that said: key is education to raise awareness throughout the country that these are vices that not affect a few but majority of Tanzanians are affected as well.

    Bravo US Blogger,

    We need people like you on these blogs, who can articulate their ideas and bring people to a genuine discussion about the future of Tanzania. My comments are:

    1. It would be better (sir/mom) if you had delved into more numbers, I mean real data. I liked your example of the VAT rate being at 20%. Surely that’s like telling businesses don't come to Tanzania. But what are the income tax rates for employees, and other taxes (import, excise duties, etc) on individuals and businesses?

    2. Someone has argued about Tanzanians being educated as if anybody has said there's no educated Tanzanian! The issue is what is the percentage of Tanzanians who have college degrees, high school education, O-level secondary education, etc? If am not mistaken the percentage for the first category is less than 10% (I saw that figure few years back). In that case, even if you had rocket science economists who can re-write the tax code and other policies, with over 70% illiteracy figure, nothing will change. Politicians will not work their buts out because they know they have 70% guaranteed vote. Those who thinks meeting President Obama in the oval office is significant achievement!

    3. We have written policies, but we are not following any. It's like the policies are written to satisfy donors who wants to see those documents before they can give their money out. Who can tell me what the population policy of the country is? Do we need more people or are we discouraging population growth? Or when a policy on funding education changed to force parents pay ( or contribute) to their children’s education, did any of other policies and codes change? For instance, the tax code should have changed because now parents do no longer depend on the government to educate children, as they did under Nyerere.

    But nothing like that happens, and as a result you have no coronation between policies undertaken by different organs of the government, if any!

    4. Final suggestion: every one of us should play their part in educating the children and siblings wherever possible. May be that way in 15 - 20 years we can increase the college graduation rate to a good number to be able to bring realist change. At the moment the current rulers are taking pride on our ignorance and hopping we stay that way forever! And those who have had education do not just sit there and applaud for whatever crap you are told by politicians. Challenge the status quo, try to bring change wherever you are, do not demand, take or give rushwa, do your job creatively, have a vision and work hard to fulfill it, make sure your children grow up in a different and better society and a better country, etc ,etc !

    Well done. I would just like to add that Tanzanians must also develop stronger work ethics. We are so used to closing our businesses early and miss the opportunity to speed up development.

    Also, like someone said above, without improving the education sector, we cannot go further. We need to train better teachers and teach courses which are relative to our development targets like engineering, aerodynamics, robotics, etc. So far many courses can only be taught at primary level and a scientist has to depend on scholarships to further his/her studies in these fields.

    Lastly, unless we make and sell our own products and services, there is little chance of getting off the poverty. Mount Kilimanjaro and Serengeti are beautiful attractions but if we depend on KLM to bring the tourists and foreign-owned hotels to accomodate them and imported food to feed them then we are not really developing our economy. As you may have noticed, our GDP, the total value of all the goods and services produced in Tanzania minus the imports, is only $350 million dollars in 2006 (BOT data). This is such a tiny amount. Some countries like Chile sell that amount of JUST wine per year.

    Just the fact that you are hiding yourself is part of the larger Tanzanian problem. Why? Because the most of our mindest is crippled, you feel your fellow Tanzanian around you will start talking about you, Ohh mshikaji anajifanya, au anafikiri kasoma...we are forgetting that exposore is part of education. Remember I don't blame, but the environment you grew up and people you sorrounding you forces indirectly to hide your identity...nadanganya?


    Going back to your article.....I commend you. All I can is..we are sick and tired and talking, reading many many complains, agony and suffering. The only thing we need is a positive minded dictator...Yes I said it. The Kagame type, forward looking, instead of the JKs whose policies can't be defined.

Even the one's who dare to say they are there to combat bribery, are the one's doing it everybody in Tanzania including you Michuzi know it. nani asiyejuwa mradi fulani ni wa nani ama kitu fualni ni cha nani hapo TZ? Suala ni pale mtu unapojitolea kusema ukweli, viongozi kwa kuwa wanakula sahani moja wenyewe kwa wenywe wanaambiana namna ya kukubana ili uonekane muongo, hatimaye kukufunga ili unyamaze wao waendelee kula. Ondoa Nyerere, angalia marais wote waliopita na wa sasa vitu walivyofanya na wanavyofanya lakini nothing happens to them, kila mtu anaogopa kusema hadharani, ila tunakaa tu na machungu yetu moyoni.

    Wananchi wa Tanzania wanatapeliwa kama vile wajinga, na hata kama wakisema lazima watachukuliwa hatua ili wakaozee segerea. Ubabe na udhalilishaji kwa wananchi unaangusha sana nchi yetu. watu lazima waseme ukweli pale inapobidi, ila Bongo ukisema ukweli lazima utachukuliwa hatua. Je huu ni uungwana kweli? Yaani tukae tu hivi hivi tunaliwa na viongozi wasiosaidia nchi? Ni kweli jamani? CCM lazima ife ili TZ maendeleo yaje, kama CCM haifi kamwe hakutakuwa na maendeleo TZ, hiyo msahau.

    Mawaziri wangapi hapo Bongo wezi na wanajulikana lakini nini kinatendeka juu yao. Ondoa we Michuzi, mtu wa kawaida Bongo akiiba kama wanavyoiba mawaziri na baadhi ya viongozi huko Bongo juwa kabisa huyo mtu lazima atachukuliwa hatua na atafungwa hata maisha. Kina Mramba na wenziwe ni wezi, wewe unafahamu na kila mbongo anajuwa hili, usijeshangaa kesi yao ikifutwa na kuambiwa kuwa serikali iliwaonea.

    Nchi yeti ni nzuri sana lakini inatupa hudhuni ile mbaya hasa ukiangalia jinsi tunavyofanywa wajinga n viongozi wetu. Je hapa kuna maendeleo kweli?

    Mbagala serikali imeua watu (Yes, imeua kwa sababu yale ni mabomu yao). Angalia mpaka leo hii watu bado wanalala nje na wengine hata msaada hawana mpaka leo hii. Ila kama angekuwa mkubwa kakumbwa na jambo hili serikali hata isingefirikia mara mbili, ingempa huyo kiongozi hata mabilioni ili ajiliwaze na familia yake.

    Kikwete alifanya jambo la maana pale alipokwenda kuwatembela wakazi wa Mbagala. Yeye kama ni kiongozi wa nchi, je alifuatilia kama hao watu walipata hiyo misaada toka serikalini?

    Uongozi bora si kuongea tu na kutishia watu, mfano na utekelezaji ni muhimu sana.

    Dear blogger you missed to mention one very important thing.Meddling of Rich big western nations in to econmic and political affairs of countries like Tanzania.You may agree with me that these countries leave no chance to our poor nations to decide their own fate.They impose their own way of thinking on our countries a thing which is not always beneficial to us but to themselves and few corrupted leaders of our own.

    Ajira: hapa nashindwa kuelewa ni ajira zipi zilikuwa zinaongelewa... sijui ni hizi za kuuza vocha... labda raisi alimaanisha hizi za voda fasta manake nikipita barabarani kweli idadi inaweza kulingana na target aliyoiweka kufikia 2010 ajira elfu nne zitakuwa zimepatikana... sijui aliongea na haya makampuni ndio maana alikuwa na confidance
    Elimu: upande wa quantity namuunga mkono lakini output zitokanazo na ongezeko la elimu hapa wenzangu mtanisaidia... manake kilakitu hata sindano nikinunua kimeandikwa made in china, taiwani, japan, ... hata kenya majirani zetu. sasa sielewi mainjinia wanaomaliza vyuoni wanaenda wapi? kama kila kitu tunaimport.

    uliyosema ni ya kweli, lakini hakuna jipya kwa tanzania.

    Wakati wa kinyanganyiro cha nani alitaka kuwa rais siku za nyuma Mark Bomani aliyazungumzia mambo yote haya unayosema. Tunazo copy za risala yake aliyotoa pale kilimanjaro hotel siku hizo ( now Kempiski).

    Kwa hiyo usijafanye kupewa credit, tatizo la sisi watanzania tunasahau mambo mapema, kama nyuki na harakati za kulinda mizina yao.

    Mambo yote haya yanaeleweka, na tuliowakopesha kura zetu wanayajua.

    Tatizo hapa katikati pametokea kizazi ambacho kimeshindwa kuweka maslai ya taifa mbele.

    Tukiweka utaifa mbele nakwambia tanzania tutafika mbali sana.

    Yes, nakubaliana na mwenzetu aliyesema mambo yote yanaanzia kwenye nadharia. Wote hatuwezi kuwa viongozi wa serikali. Lazima wale wengine tulio nje ya 'system' kama ilivyoitwa hapo juu, kazi yetu iwe kuchambua na kuwafanya wale walio ndani wajue kwamba sisi ndio waajili wao na tunajua wanachotakiwa kufanya.

    Mtu unapoalijiwa hutarajii bosi wako naye aje aanze kufanya kazi zako, lakini unatarajia awe na uelewa japo wa kinadharia wa kazi, ndo ataweza kukusimamia na kuhakikisha uko accoutable kwake.

    Kwa hiyo wale wanaotaka kuingia na kubadili 'system' wafanye hivyo, lakini na wale wanaotaka kuchambua issues tusiwakatishe tamaa. Huyo aliyesema Obama hakuunda tume, afuatilie kazi ya National Economic Council inayoongozwa na Larry Summers ni nini? Tukitaka kutenda bila analysis, matokeo yake hayatakuwa sustainable, coordinated and / or required.
