Colleagues,
I equally received last night the most sad news of the passing away of our friend and fellow Legionnaire, Ambassador Fulgence Kazaura.At this stage as we await for the arrival of the deceased's body, my deepest sympathies and condolences go to Rweyunga and Kamugisha, their mother and sisters.I think I can boldly say I knew the late Fulgence much longer than anybody else in the Club. I was a first year law student in mid 1965 when Fulgence returned from Cambridge University having obtained a degree in economics and he joined the National Development Corporation (NDC) where Harith Bakari Mwapachu was already three months ahead as an employee having graduated in economics from Makerere College, then a Constituent College of University of London. Bakari was in Operations Department and Fulgence in the development department. The two were very close, working under a French socialist, Monsieur Foudhon whom Mwalimu Nyerere had recruited, first to do the first Tanganyika Five Year Development Plan, and in 1965 appointed first General Manager of NDC. Both Bakari and Fulgence used to report to an English Assistant General Manager called Mr Skinner.
I do not recall a period where Fulgence was detached from me for too long a time minus the periods of my and his foreign service when he served as Tanzania's Ambassador to the European Union in Brussels. In the 1980s, though out of public service having resigned in April,1980, I found myself serving as Board Director of the the all powerful Tanzania Audit Corporation under the Chairmanship of Fulgence. Between 1989 and 1991 Fulgence and I served as Commissioners in the Presidential Commission to review Government Revenue and Expenditure also known as the Mtei Commission ( as Edwin Mtei was the Chairman) and which included the late Gilman Rutihinda as Vice Chair of the Commission. And for almost a decade, Fulgence and I worked closely together to provide top leadership for the University of Dar-es-Salaam, him as Chair and myself as Vice Chair. Fulgence presided at the the University Convocation in November 2005 where he conferred on me an Honorary Doctorate in Literature. When I was appointed Secretary General of the East African Community in April, 2006, I could rely on thoughtful insights from Fulgence who had served as Deputy Secretary General of the EAC during its early years after re-establishment in 1999.For all these years that I knew the late Fulgence I found him to be a superbly intelligent person. He had a strong grasp of facts about the Tanzanian economy to the point of often being, deservedly, quite arrogant about it. People who knew Fulgence officially found him to be too serious, stern and disciplinarian, attributes which earned him professional accolades in government service. For few of us who knew him intimately, the late Fulgence was charming and friendly. In fact in the last few years, Fulgence turned into a satirist with some enjoyable puns even of a vulgar kind, particularly in Kiswahili. His devoted and exemplary contribution to improving the management of higher education institutions and especially the University of Dar-es-Salaam where he served as Chairman of the Council for over a decade and as Chancellor, also for a decade until his death, will go down into the record books. The University of Dar-es-Salaam can best honour this distinguished son of the soil by conferring on him, posthumously an befitting honorary doctorate degree.May God rest our friend and brother's soul in eternal peace.Ambassador Juma V.
