In an effort to create employment and increase opportunities to Tanzanians participate fully in economic activities. In 2004, the Government of Tanzania establish National Economic Empowerment Fund, through National Economic Empowerment Act of 2004, section 16. Among other things, the fund is for extending concessionary loans and provision of credit guarantee to borrowers in Tanzania Mainland.

Furthermore, TIB Development Bank Limited (TIB) has entered into a contract with National Economic Empowerment Council (NEEC) to administer the Credit Guarantee Scheme under the National Economic Empowerment Fund. The Scheme is geared towards promoting and supporting the Young Graduate Entrepreneurs, Small Medium Enterprises (SMEs) and Cooperatives which have a significant role in the economy, by creating enabling environment for expanding and facilitating access to financing requirements.

In this regard, TIB and NEEC have agreed to collaborate in the Credit Guarantee Programme by providing financial services to the borrowers who meet the criteria to access guarantees through the Fund.

Generally, the Scheme shall target issuance of guarantees in respect to credit facilities granted by TIB for manufacturing, agriculture, trading and service provision projects that are geared to promote the growth of the economy. Therefore, the following specific criteria shall apply;-

  2. Interest rate ya 16% wanayocharge ni kikwazo kikubwa. Ni vigumu sana kuweza kulipa interest ya 16% na kulipia gharama nyingine zote za biashara. This is completely self defeating. Mkopo wa Sh 100,000,000 unatakiwa uweze kulipa interest ya Sh 16,000,000 kwa mwaka. Bado kurudisha capital na gharama za kuendesha biashara.

    Kikwazo kikubwa zaidi ni ile kwamba kwenye biashara utakayoifanya utajikuta unashindana na watu ambao mtaji wao wamepata kwenye mission za kifisadi. Kwa misingi hii huwezi kabisa kufanikiwa kwa maana washindani wako pesa yao ni ya bure, hakuna interest wala nini.

    Ninaomba serkali ithibiti ufisadi ili kuhakikisha wote tunatafuta riziki kwa njia halali. Na kwa misingi hiyo ushindani wa biashara utakuwa wa haki.

  3. Kwa riba hiyo,biashara uliyoanzisha kwa kujikongoja itafilisiwa na dhamana zitamezwa humo na kubaki huna kitu.Ni bora kudunduliza kuliko huo mkopo wa maumivu.

    Mapendekezo:
    1. Riba iwe chini ya asilimia kumi,ikiwezekana iwe 0% kutegemea na mchango wa mradi husika kiuchumi.
    2. Muda wa marejesho uongezwe angalau miaka 5 au zaidi.
