On November 12, 2015, the Ministry of Industry and Trade, in collaboration with the World Bank Group, conducted a Diagnostic Trade Integration Study (DTIS) Update kick- off session. The objective of the stakeholder’s kick-off session was to identify priority areas to be covered in the second Diagnostic Trade Integration Study.  The Kick-off was attained by stakeholders from the Tanzanian Government, business associations, civil society and development partners.

The Diagnostic Trade Integration Study (DTIS) is an in-depth analysis of a country's preparedness in participating effectively in the global trading system. The first DTIS in Tanzania done in 2005 in which an Action Matrix of policy interventions and reforms was prepared to drive trade diversification, inclusive growth and job creation. Thus, the upcoming DTIS aims at taking stock of progress made in the first DTIS and chart the way forward.

The study update will focus on selected areas with significant trade potential, namely agribusiness with emphasis in value addition, mining and tourism. In addition, cross-cutting issues in respect small and medium scale trade shall be examined as well as the role of regional integration in support of export development.

While selective in terms of the examined sectors, the DTIS update will be comprehensive by adopting a value chain approach that looks not only at the final products but also at all relevant inputs, with a special emphasis on services inputs as well as the policies and processes affecting them. National, regional and multilateral trade developments as well as political economy factors will be taken into account in the design of interventions.
Thus, during the consultative session, a number of areas for analysis were identified and agreed upon for each of the priority sectors. On agriculture, in particular, participants agreed to a comprehensive value chain approach that investigates sectoral issues from a production, processing and marketing perspective; value addition and access to market information was in respect of mining, whilst also taking an in-depth look at the gas value chain. For tourism, it was recommended that the study put emphasis on issues related to infrastructure and connectivity, skills development and national/local branding.

Moving to cross-cutting issues, stakeholder participants agreed that the analysis focus on policy, regulatory and capacity/awareness for small and medium scale operators in each of the above sectors. In order to accelerate regional integration, it was recommended that strong emphasis be placed on the harmonization of national policies within the EAC in order to remove harmful competitions.
