RE: CERTIFICATION OF USE FOR VEHICLES FOR ROADWORTHINESS

After TBS introduced the pre-shipment inspection of vehicles being exported to Tanzania from the United Kingdom in May,2007, there were serious concerns and anxiety within the Tanzanian community.

Tanzania Association conveyed the concerns of Tanzanians in the United kingdom over this scheme to TBS through the office of the Tanzania High Commission.

Below is a response that addresses and clarifies the concerns raised by the Tanzanian community in the United Kingdom.

Let me start by thanking you for writing to us on complaints raised by the Tanzania Community in UK in respect to WTM Utility Services as TBS agent for inspection of used vehicles destined for importation to Tanzania.

Secondly, may I clarify on the procedure used in selecting WTM Utility Services. As a requirement, all used vehicles destined to Tanzania should be accompanied with road worthiness cenificate.

In order to have control on the exercise, TBS sub-contracts the task of inspection to competent inspection agents with capacity for checking of compliance in accordance t0 Tanz.ania Standard - TZS 698: 2003 - on roadworthiness.
However, the contracts do not specify inspection charges and this has raised some concern that some companies may be overcharging for doing this work. It was because of this that TBS made a deliberate decision that testing is open to anyone with capacity of doing the work.
It was expected that through such competition, charges were to go down. It was through this advert that WTM Utility services applied , and their facilities were inspected for this capacity on 26 April, 2001. On 14, May TBS granted license to 3 companies, 2 in the United Arab Emirates(Dubai & Sharja) and one in UK. WTM Ulilily Services( East London).

WTM Utility Services license clearly stipulates that its operation will be localized at East London.

Thirdly, let me also clarify on the mandate given to WTM Utility Services. After considering what transpired in their announcement, and the complaints forwarded to us, we wish to reiterate that we will continue recognizing certificates issued by MOT and arrangements are underway to have a memorandum of understanding with MOT on vehicles tested for export to Tanzania.
We have also informed WTM Utility Services on the observed anomalies in their announcement and were required to abide by what they were licensed for.

We wish to also take this opponunity to request you to help us identify any other competent companies operating in UK so that arrangements can be made to enter into contract for this service with TBS.

Finally we request you to help transmit this information to the Tanzania Community whom had enquired on this issue.

Sawa Utility hiki ndio kifo chao kwani wameisha jenga negative relation na customers kwa kutoa matangazo ya vitisho na uongo ili kujipatia £ kwenye migongo ya watu. Na watu east London wana haki ya kusafirishia magari katika bandari nyingine.

    TBS - release Silly Statement!

    It is unfortunate that, TBS are now in contrary contradicting themselves from their duly over due statement, and cleary put WTM utility on peculiar position. The bad news is that WTM Utility is clearly breaking every term of their contracts or well according to TBS.. Read more..

    Where should I start ?

    The big question is why TBS award a contract to a single entity, ie WTM Utility at the first place serving East London, what about other areas in London West, South and North, what about Leicester, Manchester Glasgow, and other major cities in UK. Which company/organization will be carrying out this exercise of inspection on TBS behalf ???

    If TBS did not reach an agreement or reach a certain consensus with the MOT England at the first place, why going ahead with the ill thought exercise at the first place.

    Lets be honest and frank on this matter. The whole saga surely should be considered either misconduct of duties or averting the cause of just duties. What I am trying to say is that all the individuals within the ranks of TBS and those in the decision makings should be held accountable to that effect.

    Surely what it seems from their statement is that, They will go around the country, agreeing and sign contracts with every single garages, which seems to suit their TBS so called standards, Bad news to them is that there are 18000+ of them, they are all providing MOT certificates, surely it will be seen nuisance for them to provide TBS and MOT certificate of the similar standards??? Therefore conducting same checks/procedure and standards as that provided by TBS…This would be seen idiotic at the first place..

    Secondly, you cannot compare Dubai/Sharjah with UK. Dubai/Sharjah is a federation of small countries called UAE, they are merely a cities not countries at all, and they are probably don’t have same procedures/standards as that provided by MOT and Europe in large.

    Here are some facts to ponder:-

    About Dubai
    *Population 2.5Millions
    *Area 83000+square kms
    **Test Centres: 1

    About Sharjah
    *Area 400,339+ square kms
    **Test Centres: 1

    About London
    *Population 7.2Millions
    *Area 1579+ square kms
    **Test Centres: 1000+


    Looking at the facts above, TBS should have a prior knowledge of the readily available testing centres across the UK. Here is a smart Suggestion, In order to resolve the issue of talking/negotiating directly with individual test Centres, TBS should have contacted VOSA, a governing body which oversee the MOT.

    Here is another advice, In UK there are private garages called , kwik-fit , posses garages across the country-providing MOT, why not talking to them, and avoid the complexity of negotiating with the Government, if that does not suit their appetite.

    Conclusion

    Looking at the statement, it seems TBS is trying to distance itself from the whole SAGA, by releasing silly statement, which is vague, unclear and confusing to anyone who understands.


    The last thing is that, TBS is trying to tell poor WTM and fool us in general, According to their statement, WTM is surely breaking every term of their Contract.. Quote

    Is TBS trying to tell the business Community it is illegal for WTM utility to inspect any vehicle from other part of London, or even surrounding cities. This statement is clearly a warning to WTM . YOUR IN A BREACH OF YOUR CONTRACT!

    Though I am not in England but I am so happy for you guys. I know they were starting with you and would have finished with the rest of the world in no time if no one pointed the truth out. This was just a little water taste kit. I am glad you were able to stand by your own feet and claim your rights.

    And for those people who were supporting this contract and said those who complained were full of jealous now what…!!!! I am so sorry for you because either you were party of it or you still have primitive mind in you

    Govt should hold TBS people who involved in this scheme to insurer this will not happen again in future.

    There are so many things operate under the umbrella of few and if we didn't have a good communication as before [such as Michuzi blog] things would have gone unknowingly and people would have paid so much money for the few filthy people who want to be rich and sucking poor people.
