Global Banking Crisis,
How Can We Fix our Own……

We have spent a lot of time, trying to finger the villain in the banking crisis, and there is still, plenty of blame to go around; however, the root cause of banking turmoil was structural imbalance in the growth model of the global economy over the last two decades. And for defenders of globalization as a progressive force, it is a big problem.

A model, which essentially developed with the liberalization of the Chinese, and Indian, economies in the late eighties and early 90s, has produced unprecedented global growth and greatly contributed to poverty reduction effort. It has also developed a serious weakness at its centre, and unless we address that weakness, any other counter-recessionary strategy is palliative at best. That’s why as my contribution to Mashaka’s view analysis, I am obliged to start with a general point, in regards to economic reform governance.

There is a sense in which a crisis can focus your mind. And although this may sound odd, the better things get, the greater the temptation will be, to slip back into thinking that the status quo ante was sustainable, or only needs a few tweaks here and there.

We see this in the financial services industry, where buying out government equity states seems to be tempting some banks to think that the events of 2008, which can now be put behind, like an unfortunate memory. This, despite the fact that there are huge amounts of bad debt still on bank books, and Western banks are still relatively lightly capitalized, and asset prices are still potentially volatile.

There is, without a doubt, an immediate regulatory and professional reform agenda required. New capitalization rules, new remuneration structures, new rules for trading, new forms for spending public money in derivatives that keeps them in clearing houses or exchanges, so that we know what risk is going where, and how the market prices them. Nations including my beloved country –Tanzania- need to do this outside their domestic silos that characterize national regulation.

My point is that, nations including Tanzania must not let the first signs of health in equity markets, and real economies lull it back into complacency. I know, voters, shareholders, bank customers, and genuine politicians and not politicians cum-businessmen, are unhappy and want change, and that is both good and bad because unhappiness is never the ideal state for policy making.
The same risk applies to the even bigger problem of the imbalances at the centre of the global economy; In fact the risk is bigger because the problem is that much tougher to solve. And most people barely register that it does exist, without forget that some have no clue of its existence simply because they are not informed.

Reduced to its crudest form, the decade long problem reached its climax, and spilled over as the credit was too cheap in the developed world. The surpluses that built behind export-led growth models in the emerging world contributed to record financial flows, pushing down interest rates here, and across the developed world. That encouraged investors to look for riskier and riskier investments in order to increase their yield. It also encouraged people to buy assets such as houses they couldn’t afford or go for huge loans from people who shouldn’t have lent them the money in the first place. Massive debts were sold around the world, and I hope you know the rest.

While consumers and governments in the US, and the UK are working hard to repair their balance sheets, one may wonder what our politicians are thinking on how to get out of this vicious cycle as 75% of our budget is externally financed. The UK and other western world are rebalancing somewhat away of what I can describe as imported capital, with crystal clear stimulus plans rooted in the recognition to keep on developing its skills base and its productive capacity.

Tanzania is facing similar challenges, although in her own way and level. Tanzania need to save more, invest more on areas that will enable job creation and skills that market need and strategize to export more added value products than raw material. This is one of the motivations that the next elected government has to bank on. John Mashaka once reminded us of how agriculture is vital for Tanzania. At whatever cost, if Tanzania is to have bright future, need to invest in the skill base and infrastructure that underwrites its export competitiveness.

At the moment, the precise detail of this process may matter less than the simple problem it represents, but would like to remind my fellow Tanzanians that the frequent failure of national on lending initiative to build sustainable local credit market stem in part from lack of clarity as to what element credit market should possess.

Stability of Tanzanian economy is the sum of sovereign national macroeconomic policies on interest rates, currency levels, domestic spending and creating demand. There is no mechanism to mediate between these policies or enforce action that would counter systemic risk, in financial markets or at the general level of the national economy. My tip? Nobody was asleep at the wheel of globalization, because there is no wheel to speak of.
Free market true-believers may resist my line of thinking, but the only way to preserve a national growth model based on the huge benefits of dynamic markets is more and better financial regulation and better national governance. I think in the context of what is happening around the globe, Tanzania need to wisely make use of its gifted resources and depoliticise the external sources of funds.

Given the obvious dissatisfaction in emerging economies with the status quo, Tanzania need to think quickly and imaginatively and on how to tackle issues like tax havens and tax evasion, as also refuse to be “shamba la bibi” and instead create incentive based approach to businesses for to pay taxes accordingly. A detailed account (issues on 19th June 2009) on tax evasion, tax avoidance and tax expenditures in developing countries prepared for DFID shows that developing countries lose US-$ 285 billion per year due to tax evasion in the domestic shadow economy. Is this trend familiar in Tanzania? Revenue losses suffered by developing countries including Tanzania due to corporate profit shifting range between approximately $35 billion and $ 160 billion per year.

My point is investors need to pay taxes accordingly. Offering text books to schools, or two or three computer PCs or desks to school isn’t as much as necessary. That should be the work of local authorities. We need investors to pay tax, perhaps this could reduce our dependency from budget support and avoid petty problems where an investor can convince his/her country to halt paying promised development funds specifically I am referring recent Finland saga and an investor in Tanga region.

Tanzania needs much greater coordination of financial regulation, ensuring that market participants are not able to trade off one regulatory jurisdiction against another. There will be cries that this is putting the competitiveness of national sectors at risk in the short term, and that’s not something that we should dismiss out of hand.

The G20 leaders who met recently have taken the first steps down this road. Tanzania under the leadership of President Kikwete, has shown real leadership and I am proud of that. But just to state the problem in these simple terms, is to make it clear how seriously the task will test our collective commitment in the next 2010 government, whose election is now a topic of discussion within religious circles. In nut shell, Tanzania need bold leaders who will have the interest of their country at heart and not the other way round.

I know it will get harder and harder to create a national climate of change, because agreeing any transfers of resources and setting aside the so called “corrupt” group/individual(s) of elected leaders, will require a general perception that the national feeling is balanced. I know shuffling and shake-up “rice” and “husks” will be quite of a challenge to President Jakaya Kikwete. I also believe however, that, he is planning a next move that will leave a legacy in Tanzanian history; a calculated move meant for the future generations to attain their aspirations.

Wherever we are, be it within or outside our borders, as Tanzanians, we must value and love one other, under the umbrella of national brotherhood, and above all must think like internationalists. A crisis like the credit crunch erodes the confidence of ordinary people in country such as Tanzania and when we fail to address the mistakes we put ourselves at risk, politically and practically.

    Would I blame those attacking him (Shayo) for lacking clarity and sense of conviction in his articles? absolutely Not. As I read through this article (I shouldnt even call it an article, should I), can not really figure out for certain what the guy is trying to share with us. What did he really write that Kikwete and his team are most likely unaware of and would for that matter need his assistance? NONE, just looking for false publicity I guess. Shayo, let me advise you, if you wanna shine...shine and we will see you good but certainly not this embarrassing way. I put to question the integrity of those who seek any intellectual related help from you. Call me a hater but the title "DR" that you're holding is massively huge and does not reflect in your power thinking and reasoning. Writing is an art and I am under no illusion to suggect that you lack this beautiful art too. I see people saying you have the potential to be a future PM of the republic? well! may be of the dead.

    I am saddened to even call myself a Tanzanian writing such hateful words towards their countrymen.I am definitely, with confidence sure that you are a soar loser either in the US or UK and does not want to see others prosper. You are big hindrance to development. If you really meant good to our beloved Dr. Shayo, our future Prime minister, then you should have demonstrated something positive instead of sheer negativity.
    We cant agree, dr. Shayo is absolutely Glossy and fluent, and will always shine when people like you attempt to paint them negatively.
    We need the breed of Shayo and Mashaka in our next parliament, and will be glad to see either of the two electd in the coming parliament, if not, I will send a personal request to President Kikwete to nominate the duo to stimulate debates withint the parliament.
    I am Shayo and Mashaka's fun, and will be very excited to see the duo in the 2015 ballot box. These two guys are good, and if you want to oppose them, then use your pen and brain to sieve between your hateful garbage and sense, fool

Huu mfumo wa lielimu tunaoufuata ni wa kizungu, na inawezekana waafrika inatubidi turudi nyuma sana kwenye mifumo yetu ya asili ya jando, unyago, n.k; tuiendeleze mpaka tufikie kiwango cha kuwa na "established education system" of our own.

    Bongo hakuna financial crisis wala nini..msidandie train kwa mbele..kuna watu (ambao ndo majority ya watanzania) hawaoni tofauti ya maisha kabla ya hiyo crisis na hali ilivyo kwa sasa..sema tuu basi waafrika mnashindwa kuaddress matatizo tuliyo nayo mnaanza kukimbilia wazungu wanachosema....financial crisis? My foot!

    Mfano mda si mrefu..utasikia wasomi wetu wa kiafrika..wanaanza kuimba climate change..wakati ukweli..sisi matatizo yetu ya haraka na lazima ni mengine kabisa..where are our priorities jamani? Sometimes wasomi wetu mimi siwaelewi..

    As long as donors wanaamua kipi cha kufund..na sisi ndo inakuwa priority yetu..duh...sisi hatuna vipaumbele kabisa.

    Dr. Shayo tries to address banking crisis issues and suggests how we can fix our own.

    I would like to stress the following parallel to bit and pieces he touched. Had he been specific about banking crisis, I would regarded your article as credible and appreciative.

    When you write about banking crisis, you should think of factors that occurred in the west that sent shock waves the world over. I will write about those factors below.

    You should differentiate the developing world banking system to that of west in terms of interbank lending ,Financial products, Liquidity levels, stakeholder expectations etc. you should not have diverted to political agenda.

    From what I know, Factors such as securitisation played big role on the crisis. This exacerbated risk taking on intermediaries.

    The prudent and trustworthy traditional banking i.e. Nothernrock combining activities with greedy investment bank i.e. Lehman brothers.

    Their eventual collapse formed a basis of crisis am not sure Tanzania banks experience since the mode of their business is still conservative and expensive to retail customers.

    Risk and reward of ownership of let say mortgages pass through securitisation. I could write about securitisation and CDO(collateral Debt Obligation) square and how they come about to be tainted products that caused the crisis,

    I remember Northern Rock offered mortgages such as Near prime, sub prime, self certified loans for Rocket scientists in New York to approve. But for an ordinary Tanzanian reader to grasp is difficult Hence, in short, we should know the sources to ensure crisis like this do not happen on our part as we enter into mortgage market.Dr. Shayo should have discussed this.


    Areas such as good governance, competent leaders ,developmental projects, agriculture and whole sort of issues on this article are relevant and understandable to most leaders so it is not for Doctor Shayo to repeat.

    Moreover, through this message however, for a donor dependence nation like Tanzania should be accountable to its people as they are to donors. They should ensure they benefit from resources as we see revenue collection increases but not at optimum level, they need to exploit areas of great opportunities.

    Mr Shayo touched on tax evasion and avoidance issues. It is true foreign companies carried forward losses to avoid taxes due to loopholes in law that was enacted for years by our own parliament.

    Mr Mashaka and Dr.Shayo articles try to ascertain the objectives and purposes of contemporary issues and at times I get their political agendas. I assume they seek to inform Tanzanians on issues pertaining to them other than marketing their ambition.

    They need to be relevant, informative, understood and practically comparable to current state of our country. I suggest for them to substantiate their claims by being specific rather than demonstrating learnt theoretical knowledge by articles. People ask you to go home to help. You have got to be there and done that to make your mark.

    Wanachoandika wenzetu hawa ni kitu kinaitwa " DESA" hivyo ningewashauri badala yake watengeneze booklets yenye hizo notes ili ziweze kuwafaa wanafunzi wa wa kidato cha sita na wale wa vyuo vikuu.

    Tanzania will never be shaped by those in exile like him striving to impress those in power back home.

    Neither will it be shaped by those who read articles from news papers and journals hence claiming the supremacy of knowledge over others.

    Tanzania will prosper with the helping hand of those who love it dearly to experience all the calamities first hand on the ground as a result of poor gorvernance.

    To shape the system we all long for, one needs to be amongst the lot (voters) to appreciate what needs to be uprooted to better the lives of people.

    Now Mr MP??! putting aside your unconditional love to Mr Shayo, what objectives I have missed and you havent. We and our elected leaders can not afford to solve our problems let it be economical/financial, social and ... subjectively.

    Time cant wait for us the abled general population to stop the corrupt and handicapped minds like that of yours propelling the empty headed Shayos and compatriots to serve the people.

    I fully understand that one should be dwelling on the substance but as that aint there in the articale then I chose to dwell on his ambitions

This is not a political forum pelekeni 'expertise' zenu jamiiforums where there is a section for that or start your own damn blogs. Kama mna uchu sana na Tanzania please feel free to go there and make the necessary changes but stop trying to milk two minutes of fame from this blog.

    Watu wengine wanapenda kukaa na fani zao kama ni ualimu, ufundi, uandishi au udakitari sio kila mtu ni mwanasiasa au lazima awe mwanasiasa ndio mumuone anachangia kwenye kujenga Taifa.

    Hii nchi kweli bora enzi za ukoloni tulikuwa tunajua maadui wetu ni kina nani, sasa hivi maadui zetu wametuzunguka wala hatuwajuia kwa sababu wanajifany ana wao ni kama sisi.

    Although the bill is yet to be tabled, reports suggest the government wants to take a 10% stake in all Tanzanian gold mines, remove tax breaks and incentives for mining companies, alongside increasing royalty payments. This follows recommendations made by a presidential review committee.

    Certainly, there is an argument that Tanzania is not benefiting from mining activity to the same extent as some of its African neighbours. A 2008 report from the Business & Human Rights Resource Centre estimated that the combined loss to the country over the past seven years, as a result of low royalty rates, unpaid corporation taxes, and tax evasion by major gold mines, amounted to some US$400mn. Although mining companies have disputed the basis for the report, and questioned some of the figures used, it has had the effect of stirring up public anger that somehow Tanzania is not gaining its ‘fair share’ from mining extraction.
